Many circles in Upper Subansiri cut off, food crisis looms large

DAPORIJO, July 6: Food crisis has hit many circles in Upper Subansiri district with many places remaining cut off from the rest of the world following massive landslides triggered by the incessant rain for last few weeks.
There is acute shortage of essential commodities in market following road blockade, particularly in Limeking, Taksing, Nacho and Siyum circles.
Many villagers from Taksing area, who started their journey on foot, are stranded at Limeking village for last twenty days on their way to Daporijo due to road blockade and impatiently waiting for the road to be cleared.
Most of the Public Health Centres in circles have also stopped functioning due to shortage of medicine and staff. Many serious patients, who are in dire need of emergency treatment in Hospital at Daporijo are said to be stranded in Limeking and nearby villages due to disruption in road communication. Some of the emergency patients are being brought from interior areas with the help of local made stretcher in the town for treatment.
Students and Govt staff from village area are also unable to return back in town area and join their schools and posting placed respectively.
On the other hand, transport operators are facing the adversity as there is no daily Sumo and other transport services on Daporijo-Limeking route.
So far, there are no any visible steps taken by Govt and BRO for restoration of road. The people of the landslide affected area have requested the State Govt for restoration of road communication at the earliest.
Women Commission raise alarm on trafficking of Arunachalee women
ITANAGAR, July 6: Arunachal Pradesh State Commission for Women and Child (APSCWC) chairperson Mitali Tingkhatra expressed grave concern over growing incidents of human trafficking, especially women and girl child, for sexual exploitation.
Many women and young girls from the state, who went outside the state for state sponsored jobs, are falling prey to sex rackets. Though some of them have returned to the state and are reportedly taking shelter in various shelter houses, many are not returning home due to unknown reasons, said Tingkhatra during a state level workshop on women and girl child trafficking at Naharlagun on Tuesday.
SI Sukita Namchoom, of Women Police Station highlighted the role of police in checking such crime. Namchoom stressed on the need of police patrolling near bus, auto-tempo stands, railway station and maintaining strict vigil on any suspicious movement in such places.
Additional SP, SIT (PHQ) Mihin Gambo informed about human trafficking as well as the numbers of missing children during 2014- 2016 in the State. He also narrated the main causes behind children going missing.
Advocate Gimi Tarak spoke on various legal provisions and punishment for human traffickers under Anti Trafficking Laws.
While speaking about different kinds of trafficking and its causes, Rosy Taba, Coordinator, Department of Justice, stated that poverty is one of the main reasons of child trafficking.
The workshop was organized by Rural Development Society, Naharlagun under the sponsorship of National Commission for Women, New Delhi.
Around 75 persons participated in the programme.
Mind your business, Dolo tells students
ITANAGAR, July 6: In a sharp reaction, Deputy Chief Minister, Kameng Dolo, who is also the local legislator from 12th Pakke-Kessang Assembly Constituency broke his stoic silence over the ultimatum served to the state government on retention of ADC, Seijosa by a student’s union while advising them to restrict their role to the welfare of the students.
Quoting relevant rules, Dolo said the state government has a final take on the decision of transfer and posting of civil servants before completion of prescribed tenure. He further said it is the prerogative of a state government to effect transfer and posting of government employees in the interest of public services.
Sending loud messages to the Student leaders, Deputy Chief Minister, Dolo said, “it is none of the business of student organizations to poke their nose in the matter of government functioning. They should confine to the welfare activities of the student community”.
“Transfer and posting is a normal routine of the state government” Dolo emphatically said adding that the state government would not tolerate threats.
Sensing some political interest behind the whole issue, Dolo claimed that some disgruntled people have been instigating the student organization that did not want to see positive development in the area.
81st birth anniversary of H.H Dalai Lama celebrated
BOMDILA, July 6: The 81st birth anniversary of His Holiness the 14th Dalai Lama was celebrated at Thubchog Gatsel Ling Monastery (Lower Gompa), here on Wednesday in a grand manner.
Praying for the long life, strength and endurance of Dalai Lama, West Kameng DC, Sonal Swaroop said that incorporating the thoughts and preaching of Dalai Lama in one’s life would be the actual tribute and befitting gift to the great humanitarian on his birth anniversary.
Terming Dalai Lama as a world class statesman and a compassionate dharma guru par excellence, MLA, Japu Deru urged the people of the district to emulate and follow the path shown by the living legend by cleansing one’s thought and action. ‘We need to contribute our share in making this world a better place to live in’, he added.
Earlier, his eminence Guru Tulku Rinpoche, Gen Lopon of the Gontse Gaden Rabgyeling Monastery (Upper Gompa), Gen Tsering Dondup, Lopon, of the Thubchog Gatsel Ling Monastery (Lower Gompa) and Tibetan Welfare Officer,
Tenzin Kunphen spoke at length on the life and activities of the Dalai Lama.
The daylong programme had began with special prayer sessions, ceremonial Sangsol and Serkyem offering at the Lower Gompa followed by procession from the Tibetan Welfare office with the portrait of His Holiness.
Colorful Tibetan and Monpa songs and dances along with prayers for the good health and continued blessings of His Holiness marked the daylong celebration.
Later, His Eminence Guru Tulku Rinpoche also visited the district hospital Bomdila and distributed fruits to the indoor patients.
Among others, Commanding Officer 2-Arunachal Scouts, 2 incharge 28 Madras, administrative officers, HoDs, public and PRI members were present during the celebration, reports DIPRO.
The day was also celebrated at Thupten Gatselling monastery in Itanagar by the members of Itanagar Buddhist Cultural Society (IBCS).
Hundreds of followers thronged the Gompa and offered prayers for the welfare, wellbeing and long life of His Holiness the Dalai Lama.
Among others, Secretary IT Sonam Chombey and former NESO general secretary Gumjum Haider attended the programme.
A free medical camp was organized as part of the celebration wherein many people received free health check up and medicines. The Free medical camp was jointly organized under the banner of IBCS and Men Tse-Khang.
The day-long celebration also featured various colourful cultural and music programmess. However, live concert performed by CHOUSUM BAND from Dehradun enthralled the audiences.
Speaking on the occasion, president IBCS Sonam Tenzing appealed each and every one to maintain peace and harmony. He also extended gratitude to the United Charity Group for its noble gesture to help out the poor and needy people and requested to all section of societies to come forward in such noble activities. CM releases Rs 58.48 lakhs for stipend
ITANAGAR, July 6: Chief Minister Kalikho Pul, who also is the State Finance Minister, released Rs 58.48 lakhs as per budget estimates for 2016-17 out of total fund allocation of Rs 311.76 lakhs for payment of stipend to ITI and Govt. Craft Centres trainees. The remaining amounts would be incorporated in the revised estimate for 2016-17.
This enhancement of stipend will benefit 866 trainees across the state.
As per the commitment during his budget speech, the Chief Minister also approved the enhancement of ration money of police personnel from existing Rs 300 per month to Rs 1000 per month.
The enhancement will benefit 11,701 police personnel from the rank of constable to Sub-Inspector of the State Police Department.
Taking cognizance of the working conditions of the drivers and their low pay scale, Chief Minister also approved the pay up gradation of govt. drivers from existing Grade Pay of Rs 1900 to Rs 2400 in PB – I to Rs 5200-20200 at par with the post of LDC/SK.
However, the enhancement of ration money of police personnel and the pay up gradation of drivers would be placed before the State Cabinet for final approval. (PRO, CMO)
WASE launches signature campaign against brewery

PASIGHAT, July 6: As part of its first phase of signature campaign against the Indian Made Foreign Liquor (IMFL) and tobacco factory at Industrial Growth Center, Niglok of East Siang, the Women Against the Social Evil (WASE) of East Siang has on Saturday visited Lingka, Iglok, Ngorlung, Mikong, Mangnang and Ledum and completed its campaign.
During the campaign WASE members approached each and every household and interacted with them on issues concerning IMFL and tobacco factory, drugs, inflation, education, health, and unemployment. Earlier, on Jun 28 last, the WASE had also submitted a written complaint against the installation of IMFL production unit at Industrial Growth Center, Niglok to Director Industry, GoAP.
DCM says no to collection of funds for Police road repair
ITANAGAR, July 6: Responding to request of Arunachal Pradesh Chief Minister to take appropriate action against collection of funds by officers, Deputy Chief Minister Kameng Dolo visited Arunachal Pradesh Armed Police Battalion (APPBn) campus at Chimpu on Tuesday last and has directed the senior police officer to return money collected from police personnel for maintenance of the dilapidated main approach road.
Deputy Chief Minister, Dolo said his act of collecting money from police personnel residing in campus is damaging image of the State Government.
While inspecting around the Firing range, police barracks, quarters to take stock of the infrastructures and other facilities available within police campus, Dolo instructed the police housing officials to prepare necessary estimates to take up repair and maintenance of the building and dilapidated inter-connected road which runs through the APPBn Campus on urgent basis.
Informing about his recent meeting with Union Home Minister, Rajnath Singh and MoS, Kiren Rijiju in New Delhi, Dolo, also the Home Minister instructed to place estimates for undertaking drainage works all along the approach road, which is being damaged by monsoon rainfall due to absence of proper drainage system. He was also told that the police jawans are living with their family in the Campus without any provision of portable drinking water supply. JawanS informed him that to meet the problem of drinking water supply, they have dug wells from their own sources.
He also visited the newly constructed buildings, where 40 families of police personnel, who were displaced from Naharlagun due to ongoing construction of Medical College, will be given temporary shelter.
On enquiry, IGP, Novin Payeng, informed the Deputy Chief Minister that initially those buildings were proposed for accommodation of the CRPF battalions. The State Government had requested MHA for sanctioning of 4 additional battalion of CRPF for maintenance of law and order in the state. Disclosing this, he informed the Deputy Chief Minister that MHA has yesterday communicated the approval of one additional CRPF battalion for the state.
Dolo also inspected the under construction Police Officer Mess cum Accommodation for high ranking police officers at Chimpu, which was started in the year 2011with an estimated cost of Rs. 11.47 crore. He was apprised that construction works have been delayed due to lack of funds and requested to release the remaining installment of fund for its early completion.
During his inspection in colony, Dolo was informed of difficulties faced by children to attend schools. Other colony dwellers also informed about problems being faced by them due to absence of connectivity to cross the river. On the spot, he instructed the police authority to a submit proposal for construction of foot suspension bridge, while he also directed for submission of comprehensive proposals for all infrastructural developmental requirement for the APPBn Campus.

Special children need special care: MP
PASIGHAT, July 6: children with special needs have to be given special care and attention due to their physical and mental disadvantages, said MP Ninong Ering.
Mental retardation is a developmental disability that could appear from the very birth of a child and proper handling and treatment could improve the degree of retardation, said Ering after inaugurating a two-day camp for mentally challenged children organized by DD (ICDS), Pasighat at JN College here on Tuesday.
He distributed teaching learning material to the parents.
Deputy Commissioner Isha Khosla said that most children with mental retardation can learn a lot and can even lead partially independent lives. Parents can make significant changes in the lives of retarded children by giving an extra share of love, care and concern to them, she opined.
Khosla advised to allow the child with mental retardation to stay in the family and take part in community life.
ZPC Kaling Dai urged the parents of mentally challenged children to help them in all possible way to overcome the disadvantages and embrace them as a family member.

Former HGB of Mirem Tamok Tatan (Eko) passes away
PASIGHAT, July 6: Social worker and former Head Gaon Burah of Mirem Village, Tamok Tatan (Eko) passed away after a prolonged illness at the age of around 86 years at his native village Mirem on Tuesday afternoon.
Tatan (Eko) was born in Beging village under Boleng Sub-Division in 1930, he was appointed as Gaon Bura during 1972 and then Head Gaon Bura of the village. He resigned from the post during 2009-10 on health ground.
Tatan (Eko) was a great orator and a decision maker.
He is survived by 3 sons and a daughter. His wife Yake Tatan died in 1995.
While attending the funeral of Tatan (Eko), Nari-Koyu MLA Kento Rina and former Health Minister Dr. Tangor Tapak termed the demise of Tatan (Eko) a great loss to the society.
While deeply mourning the demise of Tatan, Tirki Manmong Welfare Society (TMWS) President Obyak Ering and its Secretary General Tado Muang said that Tatan was a straight forward man having vast knowledge about Adi history, genealogy etc.
Addl Deputy Commissioner Ruksin T. Pada, former ZPM Nakek Moyong, former ZPM Mayup Ering and GB Mirem Talo Padung also spoke and remembered Tatan (Eko) as a good human being.

Dree celebrated in Pasighat with enthusiasm
PASIGHAT, July 6: The old and young, women and children came out in their best traditional and cultural attars and danced to the rhythm of Daminda as Apatani community living in Pasighat celebrated Dree festival with enthusiasm here on Tuesday.
Local MLA Kaling Moyong, who attended the festival along with Deputy Commissioner Isha Khosla and ABK East Siang unit president Okom Yosung, termed festival as important vehicle to carry forward the essence of our socio-cultural identity.
Dree is one of the most colourful and socio-religious festivals of Apatani community observed throughout the State. Moyong said adding that festivals provide an opportunity to the people to share joy and happiness, besides promoting peace and harmony among the community members.
He urged the people not to leave any room for levity in protection and preservation of the age-old heritage.

Water supply remains disrupted
ITANAGAR, July 6: Water supply in Yingkiong Township remained disrupted for five days.
The PHE and WS sub-division of Yingkiong informed that water supply in the township, which got disrupted Saturday last due to damage caused to pipelines owing to flash flood, will be restored within 3 to 4 days.
While informing that restoration work was going on in war footing, the department appealed to the public to bear with the inconvenience caused to them due to disruption in water supply.
Do not interfere in investigation: Org
ITANAGAR, July 6: The Yangfo Welfare Society (YWS) has appealed to the people not to interfere in the investigation of the extortion case in Pasighat and let the police do their job.
“The YWS has been giving its commitment to help the police in fair investigation of the case from the day one, but some people and groups with vested interests are trying to give it a communal colour. This is very unfortunate, and it is hampering the investigation,” said YWS chairman Hano Yangfo.
“The police are investigating the case. If our brother is found guilty, let him serve the jail term; but people should desist from trying to influence the case by various means,” he added.
Police arrested Pranab Yangfo on July 1 and remanded him in custody for 14 days, following an FIR that had been lodged by Pasighat PWD division executive engineer Tameng Jomoh.
The Jomoh Welfare Society of East Kameng also appealed to law enforcing department to investigate the case minutely.
Drugs awareness campaign enters 11th day
ITANAGAR, July 6: The two-week-long second drugs awareness campaign organized by Inter Collegiate Youth Association of Miao in collaboration with Arunachal Pradesh Women Welfare Society at Miao sub division of Changlang entered its 11th day on Wednesday.
The campaign began with a marathon race flagged off by Miao circle officer Namrata Bhatt on June 26.
The aim of the campaign is to create awareness on harmful effects of drugs abuse and addiction among the students as majority of the youths in the district are becoming victims of drugs.
In total, students of 11 schools of Miao, Namphai and Kharsang are participating in the campaign.
The awareness campaign includes visiting of school, motivational rally, inter-school games and sports, art and literary and cultural competitions.
Dr. Shyama Prasad Mukharjee remembered on his anniversary
ITANAGAR, July 6: The Bharatiya Janata Party, Arunachal Pradesh observed the 115th birth anniversary of Lt. Dr. Shyama Prasad Mukharjee, founder of the Bharatiya Jana Sangh, at party head office here on Wednesday.
Addressing the various rank and file of the party, state BJP Vice President, Techi Necha recalled Dr. Shyama Prasad Mukharjee's immense contributions towards the country. Speaking about late Mukharjee, Necha said that he was a staunch nationalist who served the nation in various capacities. He was the first Union Minister for Industry and Supply under Nehru's Cabinet in 1947. He was also the founder president of the Bharatiya Jana Sangh and was President All India Hindu Maha Sabha and Maha Bodhi Society, India.

CM condoles
ITANAGAR, July 6: Chief Minister Kalikho Pul has mourned the demise of Yabi Gadi, mother of Gojen Gadi, MLA, 29-Basar (ST) Assembly Constituency who expired today. The 87 years old died after a prolonged illness.
She is survived by two sons and one daughter, Gojen Gadi being the 2nd of her children.
Chief Minister in his message expressed sorrow and mourned the demise saying that mother is the most valued and precious person in one’s life.
He prayed to almighty to bestow enough strength and courage to the family members to bear with the irreparable loss.
Maha Prashikhsan Abhiyan concludes
ITANAGAR, July 6: A 2 day-long Pt. Deendayal Upadhyay Maha Prashikhsan Abhiyan district training for the districts of Dibang Valley, Lower Dibang Valley, Anjaw, Lohit and Namsai concluded on Wednesday at Amik Ringya Hall,Tezu.
Addressing the gathering on the occasion, BJP state President, Tapir Gao said that the training programme is a continuous process and it will be conducted at the every district of the state.

Training on NERPAP for EROs and BLOs
PASIGHAT, July 6: The one day training on NERPAP for EROs and BLOs was held at the DC's conference hall here on Tuesday.
Improvement in the enrollment of Electoral Rolls and standardization and optimization of polling stations were also presented. Part and section, boundary demarcation on GIS were also shown by AERO R Pertin.

Modi stamps his authority
Two years into his government, Prime Minister Narendra Modi on Tuesday carried out
a major reshuffle and expansion of the Union cabinet based on the principle of realpolitik
and individual performance. Modi, however, kept the nucleus of decision-making within
the government-the finance, defence, home, road transport and external affairs ministries-untouched.
But he signaled a premium on performance by reducing the responsibilities of some
high-profile ministers, including cabinet ministers Smriti Irani and Ravi Shankar
Prasad.
The cabinet rejig also set the stage for a change in the organizational framework
of the ruling Bharatiya Janata Party (BJP). Ever since party president Amit Shah
began his new term in January, there have been expectations of a recast of his core
team. With UP going to election in 2017, BJP wants to give maximum focus on winning
there. Therefore, maximum number of MP from UP have been inducted in the Modi cabinet.
Coming back to cabinet reshuffle the biggest loser of this expansion is former HRD
and new textile minister Smriti Irani. She was seen as rising star of BJP and a potential
CM candidate for party in UP. Prime Minister Narendra Modi has stamped his authority
by demoting Irani who was supposedly considered to be close to him. Modi has sent
out a message that performance and not personal relationship will matter when deciding
cabinet berth. Also dropping Irani made sense to BJP as section of party member was
not comfortable with her way of dealing sensitive issues like that of Rohit Vermula
suicide incident. Opposition parties to a certain extent succeeded in portraying
Irani as epitome of anti-dalit. BJP was worried about it and this may have helped
in taking the decision to remove her from HRD ministry.

Rickety transportation system
Dear Editor,
It is very unfortunate to witness the incidents of vehicular over turns and loss
of lives in the capital city and Arunachal Pradesh as a whole.
It seems that the traffic police are only concerned about wearing of helmet by bikers
and checking registration number.
Whereas, there are some undone step which is to be taken care off. The buses, trekkers,
sumo and other public transports are plying at high risk with old engines, shredded
tyres and reckless driving.
Providing compensation and medical relief to the victims of vehicular accidents
are not the solution. We need to assess the factors causing risk to the passenger.
Therefore, it is my humble request to our Chief Minster to instruct the concern
department to initiate safety measures and follow traffics norms in the interest
of all.

Violence is as regressive as it gets
Dear Editor,
According to Global Peace Index 2016 which is prepared by the Institute for Economics
and Peace, India ranks as low as 141 among 163 countries. The IEP defines positive
peace in numerical terms, giving countries scores for a range of factors including
"acceptance of the right of others", "low level of corruption", "free flow of information"
and "well functioning of government". Only 22 countries including two of our neighbours
namely Pakistan and Afghanistan have more violent environment than ours. Now, India
badly needs to slam on the brakes upon those movements that infringe upon the rights
of other people and trigger violence.
Violence is as regressive as it gets. Even a machine cannot work if its parts are
not in harmony with one another. Unfortunately, violence has been made a marketable
commodity especially by our reel world. Reel heroes and villains are all for justifying
vulgar violence by upholding the 'might is right' jungle raj dictum. Apart from fighting
with the villains, the reel heroes manage time to tease heroines to express their
love (!). It is a savage world where 'love' begins with teasing and might brings
'justice'. Given the prevalent scenario of rampant violence which is an indicator
of our immature mindsets, such glorification of savagery needs to be censored. In
fact, any advertisement, TV serial or film that promotes verbal, physical and cultural
violence must be banished. One such advertisement shows that two adult human beings
including a celebrity fight each other for just a packet of pan masala!
There are other fertile grounds and fertilisers that breed violence. They are kangaroo
courts (khap panchayets), casteism, religious hatred, efforts to promote Hindi as
a link language in non-Hindi speaking states, open slaughter houses, cruel animal
sports, noise pollution, corruption, trigger-maniac virtual games, easy availability
of acid and ammunition. They should, immediately, be redressed. Any act of teasing
in educational and other institutions must be nibbed in the bud before they are being
culminated in ragging, rape and murder. Since consumption of liquor gives a fillip
to crime rates by destroying mental balance, the sale of liquor needs to be controlled.
Every bottle of liquor must contain bold text and pictorial warnings about its mental
and physical hazards.

Corruption and extortions are two faces of a coin
Dear Editor,
There was a video clip of the CM Kaliko Pul doing round in social media and messaging
services regarding demanding of money by Higher ups from the Government officers.
In the clip, the CM has categorically denied such demands are being made by any higher
ups and therefore no money should be collected in the name of higher ups. Anybody
found giving or taking money would be suitably punished.
Now with such statement by the CM and the recent incident of extortion case happening
at Pasighat and one of his Government's own senior officer blowing the whistle, the
CM should personally come forward to make a public statement and take actions to
punish the extortionist. Our CM has become a popular leader by his frequent personal
and direct touch to people in need so as to hasten the process of peoples' wellbeing
and welfare. Such gestures of generosity of handing out his salary to people in need
are recent examples after he became the CM. His lavish sanctioning for medical assistance
from CM's relief fund and his personal initiative to take patients to Guwahati by
air etc are unforgettable.
Corruption and extortions are two faces of a coin. Demands by higher ups are also
a form of glorified extortion which exist and existed since long. To fulfill the
demands an officer is compelled to adopt means which are illegal else he will be
ejected ultimately from the system or left isolated to rot silently in a corner.
In due course of time he also becomes corrupt by default. A corrupt officer is born
every day like this.
It is high time that CM should make his position clear by actions and not simply
by Video clips or by lip service. It is a golden opportunity for Pul to prove his
point and show to the world that he means business.
It is more so important for him because Mr Pranab Yangfo, the extortionist arrested
by Pasighat Police had named CMs as a party to his action. A visible action taken
by CM will not only clean his image but also display his seriousness in fighting
corruption and his sincerity and honesty.
Now the iron is hot, it is for Mr Pul to raise the hammer. Like me, many are focused
on what the new dynamic and active CM is going to do!

Change in education policy
Dear Editor,
This is regarding the suspension of principal based on dismal CBSE result of 2016.
This is the right time to expose and criticise the unfair education policy implemented
by the govt that ignore the students of remote institutions. There is a policy of
no detention of students from lower to higher secondary level.
In this regard, I would like to draw the attention of the concerned education department
and compare the students of current education system and yesteryears. Nowadays, students
of higher secondary level can't even fill up forms which are the result of no detention
policy.
If this policy is not changed, the students from rural areas will suffer and will
not be able to sit in any such CBSE and other competitive exams in their future.
Once again, I on behalf of people of remote or rural areas appeal to the state govt
to post teachers to schools located in remote villages.
Lack of required number of subject teachers and no detention policy is to be blamed.
Suspending the principal or the head master is not the solution.
